專業發展特色
佛光大學公共行政與國際事務學系在學科屬性方面,隸屬於大學校系分類中的法政學群。該學群涵蓋地政學、法律學、政治學、外交與國際關係學、公共行政學及犯罪防治學等相關領域。本系學士班課程設計整合公共行政、外交與國際關係、政治學及法律等相關學科,提供學生跨領域的法政知識訓練,使學生能夠具備公共治理與社會制度分析的專業能力,進而培養成為公共事務領域之專業人才。
此外,本系亦具備鮮明的區域特色與發展定位。本系為宜蘭地區唯一專注於公共事務人才培育之大學系所,並設立宜蘭地區唯一的**「民意調查研究中心」,同時主辦地方政策研議平台「宜蘭智庫」,亦積極推動新南向人才培育計畫**。這些特色不僅體現本系對地方發展與社會關懷的重視,也結合在地關懷與全球視野,落實培育具備公共治理能力與國際視野之人才的教育目標。基於上述發展定位,本系之專業發展特色說明如下:
一、在地全球化:融合全球視野與在地實踐
本系以「在地全球化(Glocalization)」為發展核心理念,強調培養學生具備全球思考與在地行動的能力。課程內容結合國際事務與公共行政兩大面向,使學生在理解全球發展趨勢的同時,亦能關注地方治理與社會議題,培養能夠在不同層級治理體系中發揮影響力的公共事務人才。
二、跨領域與實務導向的課程設計
本系課程設計強調跨領域整合與實務導向,結合跨文化溝通與政策實務操作,透過專題研討、場域參訪與實務見習等多元教學方式,培養學生兼具理論與實務的能力。同時,本系積極與政府機關、非營利組織(NGO)及地方社區建立合作關係,使學生能在真實政策情境中累積實務經驗,進而培養政策分析、問題解決與公共治理的實踐能力。
三、多元職涯發展與升學進路
本系畢業生可投入公職體系、國際組織、非營利機構、企業社會責任(CSR)部門、公關顧問公司、智庫及媒體機構等多元領域,發展方向涵蓋政策研究、地方創生、永續發展與國際合作等工作。同時,本系課程亦為學生奠定良好的學術基礎,適合進一步攻讀公共政策、公共行政、國際關係等相關領域之碩博士學位,以拓展更高層次的學術與職涯發展。
Program Development Features
   The Department of Public Administration and International Affairs at Fo Guang University belongs to the Law and Political Science academic cluster in the classification of university disciplines. This academic cluster encompasses fields such as land administration, law, political science, diplomacy and international relations, public administration, and criminology. The undergraduate curriculum of the department integrates related disciplines including public administration, diplomacy and international relations, political science, and law, providing students with interdisciplinary training in the fields of law and politics. Through this integrated curriculum, students develop professional competencies in public governance and institutional analysis, thereby preparing them to become professionals in the field of public affairs.
   In addition, the department possesses distinctive regional characteristics and developmental positioning. It is the only university department in the Yilan region dedicated to the cultivation of public affairs professionals. The department has established the Public Opinion Research Center, the only center of its kind in the Yilan region, and also hosts the Yilan Think Tank, a platform for local policy research and discussion. The department also actively promotes talent development initiatives related to Taiwan’s New Southbound Policy. These distinctive features not only reflect the department’s strong commitment to local development and social engagement, but also integrate local concern with global perspectives, thereby realizing its educational objective of cultivating professionals equipped with both public governance capabilities and international outlooks. Based on the above developmental orientation, the department’s key professional development features are outlined as follows.
1. Glocalization: Integrating Global Perspectives with Local Practice
   The department adopts “glocalization” as its core developmental concept, emphasizing the cultivation of students who are capable of thinking globally while acting locally. The curriculum covers both international affairs and public administration, enabling students to understand global trends while paying attention to local governance and social issues. Through this approach, students are trained to become professionals who can contribute to governance and public affairs at multiple levels.
2. Interdisciplinary and Practice-Oriented Curriculum Design
   The department’s curriculum emphasizes interdisciplinary integration and practical orientation, combining cross-cultural communication with policy practice. Through seminars, field visits, and practical training opportunities, students develop both theoretical knowledge and practical capabilities. The department also actively collaborates with government agencies, non-governmental organizations (NGOs), and local communities, enabling students to accumulate practical experience in real-world policy environments and cultivate their abilities in policy analysis, problem-solving, and public governance.
3. Diverse Career Development and Further Study Pathways
   Graduates of the department may pursue careers in a wide range of fields, including public service, international organizations, non-profit institutions, corporate social responsibility (CSR) departments, public relations consulting firms, think tanks, and media organizations. Career paths may involve work in policy research, local revitalization, sustainable development, and international cooperation. At the same time, the program provides a strong academic foundation for students who wish to pursue advanced degrees in public policy, public administration, international relations, and related disciplines, thereby expanding their opportunities for higher-level academic and professional development.
