This program, based on the Ministry of Education's "30+ Universities Pilot Program" which outlines policies for adult continuing education and lifelong learning, and leveraging the teaching and research capabilities of Fo Guang University's Department of Public Administration and International Affairs in public administration, local governance, and law, aims to establish a "Community Governance and Rule of Law Credit Program" to address the institutionalized training needs of local community governance personnel.

As local public affairs become increasingly complex, community governance transcends mere experience transfer and volunteer service, now deeply involving institutional issues such as legal compliance, administrative procedures, public resource utilization, and organizational responsibility. However, in practice, most community leaders and local workers lack systematic training in public administration and the rule of law, as well as access to credit-earning, institutionally guaranteed continuing education. This program aims to bridge this structural gap.

This program primarily targets working adults aged 30 and above who are actively involved in community governance and local public affairs. The curriculum is designed with a "core curriculum + specialized field curriculum" structure, divided into two main modules: "Rule of Law Literacy" and "Community Governance Practice." It emphasizes adult learning orientation, the integration of theory and practice, and the application of local case studies. Through a systematic credit-based program, it helps learners strengthen their rule of law literacy, understanding of public administration, and community governance capabilities, fulfilling the university's public responsibility in local governance and lifelong learning systems.
